I don't understand ISPs even need network management other than for money. I have a relative in Greece and they have 30mb connections without any 'management' whatsoever. I'm in the UK on a 10mb Virgin connection and my connection gets slowed down to 2.5mb if I download more than 750mb in a day yet I'm paying more for a slower (and one they can't clearly provide) than a 30mb connection in Greece. Don't even get me started with the internet in countries like Japan, absolutely unbelievable speeds without this 'network management' *****. ISPs should just offer one slower connection speed that they can actually provide for one price if they can't provide a faster connection.
